You should make sure that Weather app is allowed to use location services, or it won’t show the instant results when you are in a new place. You can find this setting in Settings > Privacy > Location. Tap the Weather app > Select “Always”.

Enabling background app refresh for Weather will allow it to refresh its content when on WLAN or Cellular in the background, so the Weather app will always show you instant results. Go to Settings > General > Background App Refresh > Set it to WLAN & Cellular Data > Find Weather app and enable it.
